This month I would like to share an update on the City of Troy’s Wastewater System Improvements project. The proposed project aims to address regulatory concerns and compliance issues associated with the Idaho Pollutant Discharge Elimination System (IPDES) discharge permit. Instead of upgrading our aging facilities to meet current and future discharge limits, the city has chosen to transition to a slow-rate land application system, which involves significant infrastructure changes and is assumed to end the regulated discharge into the West Fork Little Bear Creek. This shift will require a new reuse permit in the future.
In January 2023, the city submitted a letter of interest to the Idaho Department of Environmental Quality (IDEQ). The project cost is estimated at approximately $13.2 million. In June 2023, IDEQ offered approximately 67% of this amount in grant funding. However, to accept the grant offer, the City must borrow the remaining 33%, and in order to incur debt, a revenue bond must be approved by the electorate.
Based on the current offered grant/loan ratio and a City cash reserve contribution, a monthly rate increase of approximately $28/per user is anticipated.
To ensure everyone has the opportunity to learn more about the project and express their views, we have scheduled an Open House on May 8th, 2024, at the Troy Lions Hall, 415 S. Main Street, starting at 6 PM.
This event will be a chance for you to meet and discuss with the City’s engineering staff and community leaders. It’s a perfect time to ask questions about the improvement project and what the revenue bond election entails.

The interest rate anticipated on the proposed bond issue is 1.75%. The total principal amount to be repaid over the life of the bonds is $4,400,000; the total interest estimated to be paid over the life of the bonds is $1,268,436; the total amount estimated to be repaid over the life of the bonds is $5,668,436. The bonds will be payable over a term which may be less than but which will not exceed forty (40) years. The estimated average annual cost to the taxpayer on the proposed bond is a tax of $0.00 per $100,000 of taxable assessed value, per year, based on current conditions. As of May 21, 2024, the total existing bonded indebtedness of the City, including interest accrued, is $0.00.
Troy Thrift Store Update
Troy Thrift Store has begun the remodeling project. We are unable to receive donations at this time; however, please take donations to the Deary Thrift Store. LIBRARY NEWS
Wow, it is already May and school will be out soon! I am busy preparing for the 2024 Summer Reading Program (SRP), I am excited to bring some educational and fun programming to our community this summer. Stay tuned for more information to come about SRP. The May STEAM Activity will be an in-person event on May 22nd, from 3:30-5:00 pm at the library. We will be learning about bees, beekeeping, and pollinators from local bee enthusiast Charlene Purtee. There is a lot of buzz about this bee-coming presentation. This event is geared towards kids and families. We will have seeds from pollinator-friendly plants for you to take home and grow. The last Storytime before summer break will be on May 2nd, at 10:30 am. Storytime will be on hiatus over the summer and will return next school year.

Friendly Reminder
