GENERAL RESPONSIBILITIES:
Under the supervision and direction of the Public Works Supervisor, Public Works Maintenance performs a variety of duties related to the operation and maintenance of all aspects of city water and wastewater operations. Additionally, performs other assigned duties related to construction, maintenance, repair, and operation of City parks, grounds, buildings, street, and related structures/systems; operate a variety of heavy vehicles, specialized equipment, and hand/power tools.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

Assist in the installation, cleaning, maintenance, and repair of water and wastewater lines, streets, and manholes.

Assist in the installation of new water services and the maintenance of existing water mains, services, hydrants, and meters as assigned. Assist in flushing and removing debris and roots from wastewater and stormwater collection lines; remove old pipes and lay new pipelines, mains, services, and hydrants, clean storm drains; maintain and repair closed conduit drainage.

Assist in street and pavement construction and repair; participate with asphalt patching; clean curb lines and streets. Respond to emergency call-outs as required.

Work safely, follow safe work practices, and identify/report unsafe work conditions.

Operate a variety of specialized and heavy equipment, including crack-sealing equipment, backhoe, snow plow, dump truck, front-end loader, grader, water truck, jet truck, jackhammer, power hand tools, or other equipment that may be necessary.

Cut streets and sidewalks with specialized saws; load debris, concrete, asphalt, rock, cold mix, and other waste materials into dump trucks and haul them to waste sites.

Respond to and assist with the construction and maintenance needs as it relates to streets, pipeline construction, flood control, broken storm drain line, manhole repair, and catch basin maintenance.

Assist in excavating trenches to proper grade and line, placing bedding and laying pipe and appurtenances; backfill trenches.

Periodically work independently with little direction. Determine appropriate action within clearly defined guidelines. Meet schedules and timelines. Work in confined spaces and in exposure to various gases and hazardous materials.

Respond to emergency situations and be on an on-call rotation. Maintain records related to work performed. Observe health and safety regulations. Inspect facilities and systems for maintenance and repair needs and fire, safety, and health hazards.

Perform other duties as required or assigned.

QUALIFICATIONS:
One to three years of working with the public and experience in operating tools and equipment as described. Any combination is equivalent to training and experience sufficient to acquire and demonstrate the knowledge and abilities required.
LICENSES AND OTHER REQUIREMENTS:

Must possess a valid Idaho State Driver’s License.

Must have or willing to obtain Class B CDL with tanker endorsement within the first 6 months of employment

Must have or be willing to obtain Class 1 Water Treatment & Water Distribution License

Must have or be willing to obtain Class 1 Wastewater Treatment & Collections License
WORKING CONDITIONS:
Outdoor environment; subject to driving to conduct work, seasonal heat, cold temperature changes, extreme weather conditions, and subject to noise from equipment operation.
Physical activities include heavy lifting and carrying up to 100 pounds, sitting, standing or walking for extended periods of time, climbing, bending at the waist, walking over rough or uneven surfaces, reaching, pulling pushing, climbing into large pieces of equipment, dexterity of hands to operate vehicles, power tools and equipment, and seeing to safely operate equipment.
Incumbents are exposed to hot asphalt, dirt, working around and with machinery having moving parts, working around vehicular traffic, fumes from vehicle and equipment operation, dust, dirt, oil/grease, and gases.
Maintain inventory of tools, equipment, and supplies on maintenance vehicles; perform safety inspection according to established procedures; lubricate and maintain vehicle, tools, and equipment in a clean, safe, and proper working condition; perform limited fabrication and repair welding as trained; remove trees, shrubs, litter, and debris from roadways which are obstructions, hazards or safety concerns.
May provide work direction to work crews and summer and temporary workers as assigned; assist other maintenance personnel with work projects as assigned; assist with snow and ice control, including sanding, plowing, and salting; respond to emergencies and call-outs as required.
Read water meters as needed.
Control and flag traffic as required; place traffic barricade lights, traffic cones, and other control articles to control and divert traffic as needed; assure proper working condition of bulbs and batteries.
Perform other related duties as assigned.
KNOWLEDGE AND ABILITIES
Construction, maintenance, and repair procedures, practices, techniques, equipment, and materials used within the street maintenance section in accordance with applicable grades and steps. Proper and safe operation, use, and care of hand power tools and specialized equipment used within the street maintenance area. Layout and operation and activities of street systems. Local topography and geography. Health and safety practices and procedures.
Perform a variety of specialized duties in the construction, maintenance, and repair of City streets, structures, and systems. Learn to skillfully operate specialized tools and equipment used within the street maintenance to perform construction, maintenance, and repair. Operate level, rod, and other survey equipment for determining grade slope. Learn the policies, procedures, and objectives of the City’s Street section. Understand and follow oral and written directions. Work cooperatively with others.
